Canon Point: Just after the chapter “The Package” when he's escorting Dr. Halsey to CASTLE Base
Setting: It's 500 years in the future, and humanity has been battling against a collection of alien races called the 'Covenant' for their very existence for the past few decades. They're outmatched, and outnumbered, and as hard as they try it only seems a matter of time before the Covenant locates Earth and eradicates humanity from the source.
Enter Dr. Catherine Halsey, who develops a hardly-legal project to create 'super soldiers', conscripting (aka kidnapping) seventy-five children that have proven fast, strong, intelligent, and lucky. Thirty-three of these children would grow up and survive the training and the augmentations to make up the company of Spartan-II soldiers. Originally created to combat insurrection problems before the war with the Covenant started, they were quickly redirected, and started to make a dent in the war.
Enter Colonol Ackerson, who never approved of Halsey's program. This may have been because of a jealous 'wish I'd thought of that' streak, however, as he started his own Spartan-III program, taking droves of children orphaned by the Covenant and putting them through similar training and augmentations, albeit at an accelerated pace so that they could be sent out into the field at the fresh age of twelve, where most of them were obliterated in high-risk, suicide missions. A very select few of these were pulled (more or less without Ackerson's permission or knowledge) to make up small fire teams for recon and detail, working closely with local militia and the remaining Spartan-IIs.
At the from which Jun is pulled, Reach, the last human stronghold before Earth, has just fallen into Covenant hands through their practice of heavy and sudden invasion and then subsequent 'glassing' of the planet. Though it's a dark time for humanity as a whole, Jun was witness to a possible weapon – knowledge – that could change the course of the war.
Personality:
Jun is as easy-going and laid-back as a Spartan can be, but don't let that fool you; in the field he's been called 'Rock Solid under pressure'. His signature weapon is the sniper rifle and he's certainly got talent with it; you don't get to be a member of Noble Team just because you have some witty repartee. He is prone to constant chatter, which has worried some of his superiors concerning the 'noise levels' appropriate for his reconnaissance missions. As his blabbing includes useful information, those he assists are usually willing to put up with it, though.
According the Legendary Edition Strategy Guide, he suffered from Post Traumatic Stress Disorder, and there's been worry about a relapse, citing he has detachment about the consequences of his actions. He's been cleared under the pretense that he's 'a rationalist, and a Spartan'. Time can only tell who was right about that. (pg. 16 "Although it is noted in his medical records that he has exhibited symptoms of PTSD in the past, there have been no indications of a relapse post-therapy [05/01/2550]")
As a sniper, he's used to working away from the team, scouting and reconnaissance, covering their asses from the sky, or keeping a vigilant eye on their progress on the ground. Despite that, he's still close to his team. He calls them by their given names, instead of their titles (in most cases). He does understand the importance of rank hierarchy where it counts, but is willing to be lax given most other situations, and isn't afraid of casual contact, such as when he brushed a burning ember from Jorge's armor (which, lets face it, wasn't much of a danger against MJOLNIR).
He's a gambler, but he's got a horrible poker face. While watching a private discussion between Carter and Kat, Jun asks Jorge 'so who's your money on?' and then acts surprised when Jorge chooses Kat, despite Jorge's solid assertions that 'she's always had him dialed in'. Also, when Kat was sniped. Jun was the only one who visibly started the instant it happened, unable to hide the shock and horror he must have felt. Perhaps a small thing, considering the next few moments had all them covering fire while Six dragged Kat into the bunker, but when dealing with Spartans in full armor, nuance is everything.
He's quoted in the firefight voice preview as saying “I kill the enemy, I do not hate them.” Which leads me to believe he has some sort of a deeper spiritual bent. This, of course, would go against his entire upbringing and training in the Spartan program, not to say they'd been trained as ruthless killers, but just that there wasn't a lot of space for theology. However, this quote always stood out to me, and makes the me feel that deep down he does share an empathy for all things, even if it's overshadowed by his training and his tendency to detach. Perhaps it's because of this that he has that detachment.
I also believe that his humor is a sort of coping mechanism, possibly even connected to that hidden spirituality. I know I've heard countless stories over the years, and known plenty of people who use humor as a way of easing tense situations, or redirecting anger or anxiety or other stressful feelings. Most memorable is an interview I'd seen with Robin Williams, that he'd spent the majority of his upbringing making it a point to try and get his mother to laugh or smile, and that's one of the things that formed his amazing sense of humor. Jun, I feel, is not much different. It's his way of dealing with the horrors of war.
Abilities and Weaknesses: He's got an eye for detail and a steady hand, an ace with the sniper rifle but isn't cocky about it. He's good under pressure.
He does talk too much, even if it is mostly informative, and dear god do NOT touch his cooking. You're just asking for trouble.

Something had said Sancrosanct, he thought, maybe, he was still trying to figure out how he'd ended up here. “I don't remember falling out of the Pelican. That would be embarrassing. Carter would have my head if he found out.”
He scrambles up to his feet, then climbs to the top of the nearest heap to look out over his surroundings. His HUD received no markers, no waypoints, no indications of friendly or hostile forces anywhere nearby.
He switches his radio to an open frequency, “This is Noble Three on an open channel, it'd be great to hear of any UNSC personnel in the area. I wouldn't mind some company.”
He reaches to his back for his sniper rifle, intending to scope out the far reaches of the junkyard, and can't help a little gasp upon discovering the weapon's gone. “Well this just got complicated.” He slides back down the pile, and starts digging through the scrap where he thought he'd first found himself, eventually pulling the SRS99 sniper rifle from the tangle of twisted metal that had pulled it from his back.
“There you are! I don't know what I would have done if I had lost you!” He makes his way back to the top of the heap, and sights out a less-intrusive path between the scrap and rubble, picking his way over the broken and shifting terrain.
